Leaching technology was actually quite well developed by 1980. As a student in the late 60's, some of my work-study was helping one of my professors with his research of Uranium Heap Leaching. In 1971 when I started working on my masters, my thesis topic was design of copper heap leach piles. I did not finish my masters but went to work instead.

The first gold mine to use heap leaching technology was the Ortiz gold mine near Santa Fe, NM. Goldfields purchased the property in 1973. By 1976, they had completed their exploration. In 1978 they made the decision to proceed with the mine and the first production came in 1980.
