What exactly is this physics barrier in the "Moores Law"? I work in the semiconductor industry and am not aware of this theory.

Historically, half of the CPU performance improvement came from design and the other half came from process. We all know Intel is already working on a new design for their next processor. I also believe they are working on the next two new process in their research labs, the .18um and .15um gate length technologies. There will be many problems have to be worked out, especially for the .15um technologies, but nothing I would call a physics barrier.
