PSINet Introduces Voice-Over-Internet Services

Unveils PSIVoice -- First Voice-Over-IP Service for Business Customers

HERNDON, Va., July 28 /PRNewswire/ -- PSINet Inc. (Nasdaq: PSIX - news), the first and largest independent commercial
Internet Service Provider (ISP), today announced PSIVoice(SM), the first voice-over-IP suite of corporate services. These
innovative offerings are targeted to meet rapidly growing demand for voice services based on Internet Protocol (IP). PSIVoice
includes iPEnterprise(SM), iPEnterprise Plus(SM), and iPGlobal(SM) solutions to address a range of business customer needs.

Today's announcement marks the beginning of the phased rollout of the first of the PSIVoice solutions, iPEnterprise, to
PSINet's existing base of 39,000 business customers. iPEnterprise enables businesses with private branch exchanges (PBXs)
to use PSINet's IP-optimized network for carrier-grade voice services between their locations at a lower price than is available
from existing carriers. The iPEnterprise solution is a fully managed, turnkey service that provides customers with voice services
that are equal in performance to traditional tie-line or dedicated voice services between PBXs for a flat-rate price. By
purchasing the iPEnterprise solution with other enhanced PSINet services, such as IntraNet and iPFax, customers can expect
to reduce their internal communications costs by as much as 50%.

According to Pete Wills, PSINet's executive vice president and chief operating officer, ''iPEnterprise is designed for companies
with branch offices, especially those that are growing rapidly or operate in widely dispersed geographic locations. These
customers need to lower their internal communications costs in order to compete globally. Our iPEnterprise solution is an
opportunity for customers to manage the high costs of international voice services through innovative flat-rate prices.''

The second PSIVoice service, iPEnterprise Plus, will add voice communication to the capabilities of Extranets. PSINet's
business customers will be able to share simplified dialing codes and other enhanced features such as desktop faxing,
conference calling, and unified messaging services. These iPEnterprise Plus features will enable business customers to improve
communication with select partners, customers, and suppliers.

The third PSIVoice solution, iPGlobal, will bring the benefits of voice-over-IP services to the consumer market. PSINet plans
to deploy gateways throughout its global network to implement the iPGlobal service and interconnect with the public switched
network. In keeping with its current strategy to be a carrier's carrier, PSINet will provide iPGlobal primarily on a wholesale
basis to its carrier and ISP customers. These customers are expected to use the cost savings generated by iPGlobal to improve
their branding and marketing in order to compete in the voice market against more expensive carriers that use less efficient
networks.

The PSIVoice solutions will initially operate on Ascend's MultiVoice platform that includes their MAX2000 and MAX6000
products and related infrastructure. In addition, the Ascend MultiVoice platform also includes the H.323 Gatekeeper and
Gateway operating systems which enable voice-over-IP services over a broad range of access technologies.
