Only if you are certain that the counter-offer reflects God's will for your life. For example, if the counter offer (which I assume is for more money) is absolutely necessary for you to pay back a loan, to adequately (not extravagantly) support your family or to meet other commitments then it may be within God's will for your life since God would have us meet these commitments. However, if the counter-offer is based on pride, a desire to maintain a lifestyle beyond that which is necessary to obtain your PhD or some similar motive then it may be wrong to base your decision on the employer meeting your counter-offer. Don't forget that each person has free will and the employer's decision of whether to meet your demands may have nothing to do with God's will. You must ask yourself whether YOUR motives for making the counter-offer were within God's will and then let the employer's decision affect you based on that analysis.
