I agree with you in some cases, but I don't think it's fair to generalize that to all cases. Analysts often downgrade a stock at what seems like the most inopportune time. For example, they might go from buy to hold or hold to sell after a stock has already taken a big tumble and is trading near chart support. The reason that this happens is because most analysts do not try to time the market. They are reactive rather than proactive because they base their opinions on past data or earnings releases rather than speculating on the future fundamentals.

Gruntal on the other hand, upgraded VLSI at a time when the stock is trading near it's low for the year. I think this is mighty brave since the company's sales and earnings last quarter weren't all that great. It isn't until you look further out and consider the valuation of the stock that you can see why VLSI is such a great buy (IMO). Gruntal is different in that regard, and in this case, I don't think they reiterated their "strong buy" with the intention of getting clients out of the stock.
