As I understand it, Enhanced Structural Adjustment Facility (ESAF) loans can be used for projects such as pipelines, as long as the country winds up owning it. So, with this in mind, the host nation and the multinational corporation can joint venture a deal with the host nation putting in money [part or all] for the pipeline. The more likely course is that the host nation would put up part of the money for the pipeline, and the multinational would bring in the balance. Also, as you suggested, infastructure such as roads [which could also help our project] can be built with these funds, as can runways, communication facilities, water treatment facilities, etc., etc., etc. All of which can be of benefit to an enterprise such as ours, as well as to the host nation in the long run.
