GTE bought 24 dark fibers along the QWST network. at present QWST is pulling 96 fibers, but their conduit capacity allows for up to 960 total fibers. so for now, yes, 25% give or take. in the future though GTE's fiber holdings shrink to around 2.5% of the total plant.
