You're not the only one who presumed that mice were the rodent of choice since we see reference to them in much scientific testing.
In retrospect I would would guess that maybe the FDA requires certain type of mammals to be used for certain types of testing. Body size in addition to different organ reaction would probably be the criteria, i.e cosmetic testing using rabbits eyes.

What I am more concerned about is how much time is anticipated to be saved by the "Petition to Make Special"
