Will MSFT have to halt Windows 98 shipments?

The Outlook Express e-mailer reader ships as part of Windows 98. Recently, researchers from Finland have discovered a bug in the way
that Outlook Express handles E-mail attachments. This bug
allows binary code such as viruses attached to message to be executed
when the message is read. Details of the problem can be

My question, given the seriousness of the bug, is there any
chance that shipments of PC installed Windows 98 will have
to be held up until the bug has been fixed? If not, who's
job is it to warning a consumer that the computer that they
are about to purchase has serious security problem in the
Email reader installed on the computer?
