Let me rephrase these questions to be more relevant..

What is a voice network?

What is a data network?

>3. Which one of the above do carriers build?
Which one did old-world carriers build?
Which one are new-world carriers building?

>4. Do they use LOTS of hubs and LAN switches to do this?
Do they use LOTS of voice switches to do this?
Do they use LOTS of IP routers and switches to do this?
Does data networking expertise in the LAN translate to increased competitiveness in a packet-switched WAN?

Does a Cisco router/switch in the LAN hooked to a Cisco router/switch in the WAN provide better end-to-end throughput and more service enhancing features than a hodge-podge of equipment each with their own idiosyncracies?
