Casino property owners at fault???

I don't quite understand your last comment, and it is
probably based on some missing knowledge I have.

Why would Steven Fox give an "ultimatum to the family
that owns the casino property" when it's seems that it
is the Venz. government that is delaying the lease to
go through?

Is the lease not filed properly? Casino not up to code?
Do you think the family is not pressuring the gov't enough?
Please tell me.
