Don't think I got an answer to any of my original questions, but what the heck.

I don't see how pushing biometric information through a phone line, or over the Internet, is any different that any other type of network situation. You have to decide where you enroll users, where you will store their bio-ID, and where you will perform the matching. You obviously have to ensure security through each step of the process, regardless of where it takes place.
