I don't doubt that at all. Software companies, hardware companies, just about any company that sells direct to other companies uses that practice. Where I used to work, we knew it too. That's why we'd wait until late in a quarter or near the end of a fiscal year before talking to salesmen. At that time they're desperate for sales before the end of quarter, and as a customer, you can negotiate some really good deals.
