Insiders sells are prevented/discouraged if a merger discussion is in progress?

Jan,

Insiders are not supposed to trade when in possession of material non-public information. No one can predict, however, just how that requirement will be interpreted. (Mgmt. may possibly believe the nothing is truly "information" until it is a done deal.)

I saw a number of 144s lately, but I don't know when the trades they reflect actually occurred.
