Correct, the essential idea is that Japanese capital is being freed to seek better yields. Some of the giant American financial firms are now in Japan trying to help steer that money into the US economy through their corporate offerings and guidance, Merrill Lynch, Citibank, etc. Here's a pointer to a discussion of the magnitude, note references to trillions with a "T".

I don't know what precise event occurs in Dec, but its certainly one to keep in mind, and find out more about it.

It seems to me the Orwellian concept of economic wars with three major participating regions is rapidly gaining a foothold in reality. Interesting times lay ahead.
