Stock Split is for Several Reasons! Think about it for a minute. Market Makers wouldn't want to short such a stock trading at that level. Also, it is easier for a stock to go from .03 to .13 than it is from $3 to $13. Yet the effect for the shareholders is the same. Rumor has it these absolute penny markets are huge, much larger than stocks in the $1 range. Many investors will not touch anything less than $1. I think after the split ININ will go to .25. I have seen companies with massive floats that have annual cyclical moves from say .03 to .15. Just my opinion.
