Anyway, I was wondering the same thing you are. I don't have any details of the Big Bang plan. I don't remember it being a two or three part deal? That is what confused me too. Zeev mentioned, "Last, his timing must be wrong, since, if memory serves, the deregulation should start 6 months post April.." Six months, post April 1st, is October 1st. Right around the corner.
To tell you the truth, I just thought it was a one shot deal that started April 1st, 1998. I don't remember anything about "Phase II." It certainly seems important, but I've been too busy with my networkers lately to research it.
If anyone has a link to a summary or can do a quick summary of the full "Big Bang" reform, it would be appreciated by, at the minimum, the two "Mikes."
