The rate adjustments were planned several months ago. Excel expects to lower them on a case-by-case basis as the local access rates go down. Some of that will come as they build out more local access switching. Over time they will become more competitive in local access. It is a problem now.

The international and business markets more than compensate for the temporary problems with instate call rates. The deal with TGO will pay big dividends in those areas and many more, including internet programs.

Excel/TGO will probably only move up modestly over the next few months but much more substantially next year.
