What Mr. Puff means is :

1) When the market turns, everyone will tight its belt, no one will buy food, will
go to the restaurant, or travel, and everyone get fired.

2) no company will need any network anymore, all companies will close their doors.

We all go back to the cold icy age when the market turns.
