After reading all the glee from republican rags and thread members
I'm more and more inclined to believe that this whole thing was a
set-up to frame BillC:

1) Find the target's weakness, 2) bait the trap with a person who will have plenty of chance to carry out the entrapment, and 3) save the evidence.
