The lunar orbit I believe was lower than the Mercury orbit, but the Mercury astronauts were only a 100 or so miles above earth. You can be on the Pacific and be further away from people.

The lunar orbiter could get up to a couple thousand miles away when they were 180 degrees away from the landing zone of the other two astronauts.
