Thall, I suspect claims are first come first served and this might well be settled in civil court as staking is not criminal abd time disputes are also not criminal. They snooze, they lose seems to be the rule. So a precautionary staking group should be prepared to stake tham the legal instant they come open with fast runners and knowledgeable stakers to do it on the run.
Do you have a law there that the staker must walk the lines in person with no mechanical aids like scooters, ATVs etc? There are many arcane rules that govern staking that can be used to win a staking dispute and Charles should be aware of them and be prepared argue based on those rules.
If they abandon the claims that is tantamount to admitting it was a total scam and then there will be no point in trying to reaise IPM again unless total shell control is assured.(with no land or $$ it will be a classic untradeable sheel)
