Arbitrage between German shares and ADRs?

Can anyone explain briefly the dynamics of greater liquidity in this stock now more easily and widely available? I would assume that heavy trading driving up the U.S. price would in turn bump up the German shares, via arbitrage, and vice versa, but don't know this to be fact.

Another issue re: lackluster day. SAP's shares will still not be marginable for 60 days, as I understand it. This would make it more attractive for some at that time.
