"The Penguin Dictionary of Curious and Interesting Numbers" by David Wells, under the entry for the number 196. I have no link but, for some reason, I own a copy. There is no maximum number of steps...but (as of the book's 1986 edition) even well after 50,000 reversals and 70,928 digits the little ole 196 has produced no palindromes by reversal.

If, because of this research, the palindromes have now become too easy for post grubbers, I suggest looking to the deficient, abundant and perfect numbers as replacements.
