I just asked a client of mine whose business is designing and implementing intranets. here's his answer:

Anywhere from 2 months to a year.

The time frame on a fairly basic site could go as follows

Analysis: 2 weeks
Development: 4 weeks
Installation/ Implementation: 2 weeks
Total time: 8 weeks

Complexity and size dramatically change the equation, as does the question "what is the client doing now?" Is there is a pre-existing intranet or server-based system as opposed to paper? etc etc.
