I think you answered your own question. As I understand MTEI will leave the option open as to how, when and/or if they mine the coal or other resource (or sublease it, or contract mine it, or drill on contingency, etc.) until after the reports are complete and they have a handle on what they have. It only makes sense to me. To do otherwise would be putting the cart before the horse.

BTW, while we are speculating, it is more likely that any mining of the coal would occur after any potential CBM production is in place and operating for sometime, IMOO.
