The election process is skewed by heavy voter turnout by segments of the population, primarily elderly, who pay little taxes and receive heavy monetary subsidies. About 40% of the Federal Budget is transfers to the elderly. A fairer election would proportion vote according to how much tax one paid. This would make an election somewhat similar to shareholder vote. After all, people who are in the receiving end are effectively wards of the state.
