I think the decay in the educational system is not the fault of the politicians. It's the fault of the parents and the kids. They don't want to put in the effort to educate their kids and to demand better service from their schools. Clinton's class size reduction proposal is just an attempt to buy more votes from the NEA. Japan has much larger class sizes than the U.S. Putting the internet in every classroom is not going to make students better educated. They already spend far more time watching TV than reading or doing homework. The U.S. lags every other Western school system in time spent outside the classroom on homework. One can only expect mediocre results if one doesn't spend the time on preparation.

School vouchers are a good alternative but it doesn't fix the problem for the vast majority of students. Most localities hamper the private schools in the voucher program with some of the same handicaps as the public schools. They're implementing the program hoping for failure.
