Especially since for lower income people, their social security taxes are usually much higher than their income. If you change the system so they are not buying future security but are paying welfare to the elderly, what fairness is there in the present tax system? Why should the poor pay 8% of every dollar they make when the wealthy stop paying at a certain level? If you convert Social Security to a needs-based program, I think you have to change the whole tax structure.
