The easiest and only way I know to do that is to type this:

type: telnet www.techweb.com 80
output: {a telnet session will open and wait for input}
type: GET /
output: {a bunch of ugly HTML}

At the top it usually says what server is running, however I think a lot of sites turned this off for security reasons. Try www.Nasdaq.com for example. They use IIS.

P.S. Try to just telnet to techweb. They have a nasty message for you. My guess is that it is Unix.
