Thall Rehual? <<..The Rahall bill is not the "minimum safety net" to ensure reclamation its proponents claim it to be. It is an expansive new environmental regulatory scheme for mining on both public and private lands that totally disregards existing reclamation standards and would eliminate existing, successful state/federal cooperative agreements governing permitting and reclamation.
