No, Funk does indeed presuppose that any miracle reports are apriori false, it's one of the rules the Seminar uses in their voting. It is just one of the numerous reasons why the Seminar is a joke. Next they will move on to become The UFO Seminar, and one of their ground rules will be that UFOs cannot possibly exist. I have no doubt that I could join the Seminar, because no true scholarly accomplishment is required. One participant is a movie producer. I prefer to spend my time reading an FF Bruce, an Edwin Yamauchi, a JND Kelley to wasting my time with someone like Funk.
