Actually, I do think you have most of the picture, There have been cases in the past where winners have not been paid by some of the companies that would be competition to this venture. MSNBC recently had an article on this.

I believe that GLOW in doing this deal, affiliating with the GOVERNMENT of Dominica, eases many of the fears that online gamblers will have about getting paid. The GOVERNMENT entity becomes a trusted party in this.

Just my opinion.
