That is exactly why dealing with the Goverment of Dominica is more reassuring than dealing with a private company. A gambling site is going to make one helluva lot more money paying out winnings than stiffing bettors. How often do you think a gambler will return to a site that stiffed him? How often will that SAME gambler return to a site that took all his money but DIDN'T stiff him??

If this is done by credit card, what keeps the foreign based establishment from sucking your card dry with unauthorized drafts?

I just recently got back from China and Hong Kong. I used my credit card all over the place in both countries. What is to guarantee they won't suck my card dry? Why is the internet any different from traveling to these countries? Dominica is really starting to become a force in the tourism industry. How well do you think they'd do if the government starting ripping off people's credit cards??

What is to guarantee GLOW will receive their cut?

GLOW provides the maintenance on the software. I am part owner of a software development company. We finance some of our sales and execute maintenance contracts. Who is to guarantee we'll get paid??? We build traps into the software that require our oversight. If these traps are not tended to, the software shuts down.

What legal recourse would you have in these instances?

Trust me! You have much more than legal recourse working for you. You have reputation! Look how fast internet rumors bring stocks to their knees. When a few on-line gamblers are stiffed, you can bet they won't be silent!

Seems rather risky to me, but maybe I don't get the full picture.
