DEC is similar to AMD.

They've already built the expensive fab and after all is said and done, they might not get the volume to recover their investment. But, the big price cuts indicate they intend to be a major player, and they have much more cash than AMD and Cyrix.

They signed up Samsung as a second source, which was a shrewd move. Samsung has lots of unprofitable DRAM capacity, which could be put to better use by producing a high value part like a CPU. They lost heaps of money in the DRAM market before it finally paid off, and they have plenty of patience.
