Nathan,

Looking at the sentence again and knowing how tight lipped Nina is, I think she made a Freudian slip.

I think she was thinking about the fact that they will make a statement tomorrow but since she never gives us advanced information she really wanted to just say "shortly" ie the "by" is the slip (thinking by tomorrow but only wanting to type shortly).
