The Wall Street Journal reports in its Wednesday edition that an ethnic mutiny in Laurent Kabila's Congo and a slide toward renewed civil war in Angola have delivered what could be fatal blows to hopes that the mineral-rich nations of central Africa might be heading toward a new era of stability and prosperity. Reporter Robert Block says that Mr Kabila now faces the prospect of fighting a drawn-out insurgency in eastern Congo by the Banyamulenge, the ethnic Tutsi soldiers who were his staunchest allies in last year's rebellion that toppled dictator Mobutu Sese Seko.

A protracted rebellion in Congo would likely thwart development of the country's copper and cobalt deposits, the world's richest. Interest remains high amongst foreign investors. On Tuesday, Anglo American said it is in the final stages of securing an agreement with the Congolese government that will permit it and its joint venture partner, America Mineral Fields, to restore the potentially rich Kolwezi copper and cobalt operations.
