The difference is that there is very little demand for just a car engine. There is huge demand for a good web browser, independent of an OS.

No one is forcing companies (including Microsoft) to slice up everything they will ever sell, but laws have been in place for decades that prevent companies from forcing you to buy one product if you buy another product. Disguising it as "one complete product" doesn't get you out of it; any company could then dodge the law by simply proclaiming that its now a single product.
