I don't know how to answer your second question, there are whole books on this subject. Basically different languages allow programmers to do things different ways, sometimes easier sometimes harder. Some things are impossible in some languages. I wouldn't write Network Code in COBOL and I wouldn't write lots of reports in C (although I have). Java is designed to make Internet programming easier and force object oriented programming. It is also the first Language that I know of that they are trying to design an operating system around and also make chips to run it. (I think Unix was designed to be programmed in C) This is totally backwards from what normally happens. Also Java is an interpreted language which doesn't get too many people excited. I'm sure I'll get corrected on some of this.
