Chicken and egg ?! My foot! Implementation of the UCC was recommended by the Supreme court. Nobody has the guts to implement it. Only the BJP can do it but it will be perceived as anti-muslim if they do it. The UCC will not solve all the problems but it levels the playing field. It doesn't impact the muslims only. It impacts everybody, mostly in the areas of inheritance and marriage. BTW is this an appropriate forum to talk about this?
