That is what I get for painting with a broad brush about a subject that I know little about. However, on second thought, I should stick to my guns and add the following:

>>>Most CIOs and the Techies that work for them are self absorbed and self important experts in minutia. They are always chasing the latest and hottest new paradigm.<<< Then get paralyzed by over analysis and end up doing nothing more significant than to increase their budget without showing any meaningful results.
