The Fairbanks/Rancho Santa Fe deadspot you cite has been a problem for Sprint since they fired up their system. They claim (this may be old since I haven't checked in about a year) that it is because they have been unable to get permission to erect antennae due to NIMBY restrictions in the "Ranch"
