Now that applications are slowing for lots of other vendors things might change for Oracle. Maybe a re-focus back on the core dbms business where Oracle does well.

You know, if this applications slowdown in y2k related (and Im not sure it is - but it looks like it), then its a good time for Oracle to refocus on the Applications PRODUCT issues in R&D. They have 2 years to retool, and come out with something good. Presumably, after the y2k crunch the momentum will pick up again... by that time Oracle could be more competitive.
