what tactics?

I am a programmer. I am simply stating what I know. You cannot fix 100 million line of code on 20 different main frames with a software patch. Cannot be done. It is much more difficult than that.

Like I said if 1000 accountants and systems people thought they could save the tax payer 1 bllion in code rewrites they would be lining up to take credit for the suggestion.
