That may be, but fwiw there are many statistical sampling methods where the margin of error has been proven to be statistically insignificant. There was a lot of this type of research going on at Stanford 5 years ago, in that case funded by the Nielsen company and some insurance companies (which I dont recall). The problem is, the Census model doesn't use the correct statistical model (perhaps for political reasons). The excuse they used to use was the 'productivity factor' of the sample population. For example, Nielsen omits certain groups (nursing home residents, etc) and the Census deemed that inappropriate. But how hard would it be to start with the Nielson model and add those groups back in, vs. tossing the whole model and coming up with a new formula. Sheesh talk about reinventing the wheel!
