Actually Jim, my guess is the corruption comes in after the numbers are calculated... a person changes the numbers in some way. So it probably doesnt matter whether the census is analytical (statistical) or an actual count, the true numbers will be reflected in a report somewhere, and modified from there if there is corruption involved (not saying there is).

BTW, In the 1980 census the Berkeley students had a hard time getting accurate answers from the whales in the Steinhardt aquarium on lifestyle issues. Perhaps an animal psychologist should be provided to accompany the census takers this time?
