got dividends etc from Canada and part was withheld.

Does a Canadian have to buy Northern Telecom on Canadian exchange? That would be a very weird law so if you are not sure that the law exists you should check with a broker or something.

You get .6 shares of Northern Telecom per Bay share and I imagine you get them in Canada. You could then I suppose sell them in New York if your law does not forbid this. A share is a share and it should not matter about the currency since the price on each exchange will adjust accordingly. It is still a Canadian asset.
