Agency Expects to Save $6 to $8 Million Annually, Grow to 37,500 Users by 1999

ALBANY, N.Y., Aug. 10 /PRNewswire/ -- Oracle Corp. ORCL today announced that the New York State Office of Temporary and Disability Assistance will make Oracle8(TM) its department-wide standard database. New York State will use the database to create a new Child Care Facility System (CCFS) and new Workfare welfare-to-work systems, augment its Connections child welfare system, and redesign its Welfare Management System (WMS) and Child Support Management System (CSMS). The New York public welfare agency expects to have 37,500 users of its Oracle-based system running on Windows NT by 1999.
The state's current WMS provides operational support for more than 20,000 staff members. Additionally, the systems will provide data warehousing capabilities for research queries, program evaluations and ad-hoc reporting. The software will be used on PCs and servers throughout the state at more than 700 locations.
New York state is redesigning its welfare management system to comply with new federal welfare regulations. New York is the second largest state next to California in public assistance case load. The human services agencies in New York state will be using the software to establish, track and monitor eligibility in the Food Stamp, Medicaid, Temporary Assistance for Needy Families (TANF) and other public assistance programs; establish child support orders and collect child support payments; and monitor child care facilities and child welfare cases using a combination of online and batch programs.
The initial applications will be early productivity enhancements for the CSMS that are expected to generate savings of $6 million to $8 million annually by eliminating the use of microfiche. The redesign of the CSMS and WMS are scheduled during the next 24 months. Each is anticipated to generate significant benefits-CSMS in providing better worker efficiency and WMS in reducing wrongful payments and moving recipients from welfare dependency to independence.
The CCFS will begin development during the next six months and is planned to be in production within 12 months. It is slated to provide a significant increase in tracking child care licensing and available slots, both essential for welfare reform. Previously, these tasks used manual systems or legacy systems.
New York's Connections child welfare system and the Automated Listing of Eligibility Recipients Systems (ALERTS) data warehouse, developed in 1995 and 1996 using the Oracle database, are in production and will be enhanced with the new software. Connections was developed in support of the federal Statewide Automated Child Welfare System initiative and ALERTS provides support for assistance investigators to undertake an in-depth eligibility verification review.
Two pilot programs, with implementation planned within two years, are Melrose/Paperless Office System-a pilot development effort in New York City to support a re-engineered temporary assistance processing flow in a paperless environment-and a Decision Support System Data Warehouse effort that will provide two years of demographic and eligibility data for program research and evaluation activities. Both systems will use the Oracle database.
