The Crown owns the majority of the minerals in Canada.

Inco has exploration rights and the first rights to mine
that deposit. Nothing can or will take away that right.
Should Inco want to to put off mining that deposit for 50
years it has every right to do so.

The goverment cannot force Inco or anyone else to mine.
Goverments make poor exploration and mining bedfellows.
Here in Saskatchewan with uranium many moons ago the
goverment decided to help out with a little entity called
Saskatchewan Mining and Development Corporation.
Millions spent zero result.

Tobin is a good politician he will pontificate and that is all.
