<There could be a lot of answers;
1) They have purposely slowed down to keep the EBITDA numbers declining.
2) They may have slowed down waiting for PMP equipment.
3) They may be migrating to on-net at an acceptable pace but signing up so many new customers so fast it makes the on-net numbers look bad.
4) May be technology/equipment problems we don't know about yet or maybe it's not as easy to go on-net as it would seem.
5) Maybe they are having problems executing.>

Number 5 it is !!!! Remember that provisioning was moved to a new city
several months ago--not many people went along with the move, and
consequently new employees had to be trained---The head of provisioning was recently fired for poor performance, and the vp running the herd, let the whole thing get away from him---consequently
there is a backlog of approximatly 2 months to get a customer up.
The good news is that the backlog has been reduced about 50%.
The bad news is that in GTE areas, provisioning MUST get the customers up, because there is no reseller agreement with GTE.
Consequently, provisioning has been getting the customers up as
quickly as possible, and this means getting them up on leased lines
rather than taking the time to get them on net---as the backlog decreases, we should see some healthy increases of lines fully on net.
One of the "mature cities" has identified 2000 lines to go on wireless shoots, and that will be completed in 70 days !!!
